A/R: Boy, 15, shot dead after refusing to surrender phone

A fifteen year old boy, Osman, has been shot to death after he reportedly refused to release his mobile phone to an unidentified person during an annual Salah jam near the Manhyia Palace in Kumasi Tuesday night.

Osman, who was shot in the forehead was rushed to the Konfo Anokye Teaching Hospital since the Manhyia Hospital which is close to the incident scene claimed they did not have the capacity to provide medical treatment due to the extent of the injury.

The victim passed on few hours after he was admitted at the hospital.

Eye witnesses say, some persons during the Salah Jam went round seizing peoples mobile phones and as they approached Osman and ordered him to surrender his phone, he refused, which angered one of the persons to fire at him in his head.

The Manhyia Police have since commenced investigations into the incident.

BOST oil saga: Movenpinaa, Zup Oil ‘not licensed’; NPA to sue

The National Petroleum Authority (NPA) has revealed that the two companies that bought contaminated oil from the Bulk Oil Storage and Transportation (BOST) which has ended up at pumps were not licensed to operate in the oil and gas sector.

Movenpinaa Energy and Zup Oil are not licensed to undertake any commercial activity in the downstream petroleum industry. Their activities therefore infringe on section 11 of the National Petroleum Authority Act, Act 691, 2005,” a release from the NPA read in part.

Energy think tank, the African Centre for Energy Policy (ACEP) recently claimed that the contaminated oil is being sold on the market, a disclosure that has generated controversy.

The Minority in Parliament have also called for a recall of the oil from the markets and also called for the interdiction of the BOST Managing Director.

According to the NPA’s press statement signed by its Acting Chief Executive, Alhassan Tampuli, the Authority will take appropriate legal action against the two companies.

MEDIA RELEASE

Following media reports that Bulk Oil Storage and Transportation Limited (BOST) has released 5 million litres of off-spec fuel from their Accra Plains Depot unto the market, the National Petroleum Authority (NPA) conducted some investigations into the allegation and wishes to share its preliminary findings with the general public:

BOST had at their premises, 5 million litres of an off-spec product. This is alleged to have resulted from BOST accidently discharging gasoline into a diesel storage tank which already contained some diesel sometime in January 2017.

The tank containing the off-spec product was subsequently isolated from normal marketing and sales operations whilst investigation into the incident was initiated by BOST.

Based on the recommended disposal options by a Committee that investigated the incident, BOST opted to sell off the off-spec product to a company known as Movenpinaa Energy.

Subsequently, BOST notified the Ghana Revenue Authority of their intention to dispose of the 5 million litres of the off-spec product from its storage. The process of evacuation commenced on 20th June, 2017. So far, the quantity of the off-spec product evacuated from the depot is 471, 000 litres as indicated below:

On 20th June, 2017: 240, 000 litres was evacuated

On 21st June, 2017: 231, 000 litres was evacuated

The above stated quantities were loaded into ten Bulk Road Vehicles (BRVs).

On 23rd June, 2017, additional 380, 000 litres of the off-spec product was loaded into eight BRVs at the depot. However, the dispatch of these BRVs from the depot were halted on the instructions of the NPA when the information about the evacuation got to the NPA. This is because BOST failed to notify the NPA and acquire prior authorization before commencing the evacuation of the off-spec product.  Officials of the NPA visited the BOST depot on 27th June, 2017 and confirmed that the 8 BRVs were still stationed at the depot with their contents intact. Samples were taken from all 8 BRVs as well as the isolated BOST storage tank for analysis.

The NPA was able to discover the location where 6 of the BRVs discharged the off-spec product they carried from the BOST depot. This was made possible by the NPA’s BRV Tracking System.

Officials from the NPA visited the location (Zup Oil) at Gulf-City, Tema on 27th June, 2017. Documentation presented to the officials suggested that all the ten BRVs were off-loaded at the facility. However, this is subject to confirmation. In this regard the NPA is conducting further investigation to determine the actual quantity and quality of the products received at the facility of Zup Oil. Meanwhile, samples of the product from the tanks have been taken for analysis and the tanks sealed to prevent tampering.

We wish to assure the general public that the NPA is keenly monitoring the situation and shall keep the general public updated on developments. Meanwhile, the NPA has intensified its monitoring activities at the petroleum products retail outlets nationwide to ensure that the quality of fuel sold to the consumers is not compromised.

Additionally, the NPA has noted that Movenpinaa Energy and Zup Oil are not licensed to undertake any commercial activity in the downstream petroleum industry. Their activities, therefore, infringe on section 11 of the National Petroleum Authority Act, Act 691, 2005.

Accordingly, the NPA will take appropriate legal action against the said companies.

Prempeh College wins 2017 NSMQ

he ‘Amanfour’ boys, Prempeh College secured the bragging rights as winners of the 2017 National Science & Maths Quiz after beating reigning champions Adisadel College and St. Thomas Aquinas Senior High School.

At the end of the competition, Prempeh College obtained 53pts with St. Thomas Aquinas emerging 2nd with 51pts, followed by Adisadel College with 31pts.

It was a tight competition as students  from the three schools were engaged in a serious mind battle till the end of the final round.

This is Prempeh College’s fourth title, whereas Aquinas won in 2013 and Adisadel winning for the first time in 2016.

Presbyterian Boys School (PRESEC), Legon, remains the school with the highest (5) national titles.

Adisadel College gets a cash prize of GHC20,000 and packages from Tigo and GCB Bank for placing 3rd, St. Thomas Aquinas SHS gets GHC30,000 and packages from Tigo and GCB Bank and the winners of the 2017 National Science & Maths Quiz, Prempeh College gets GHC40,000 and packages from Tigo and GCB Bank.The programme is very popular among Senior High School students, former students (old boys and girls), who take great pride in the performance of their schools in the competition.

The Prof. Henrietta Mensa-Bonsu award for the best female contestant was awarded to Zuweira Baba Mohammed from Tamale SHS. Zuweira gets a cash prize of GHC5,000.

Kwaku Mensa-Bonsu award for most successful team went to Nifa SHS. The team gets GHC7,000. Prof. Ewurama Addy award for the most outstanding team went to Tamale SHS. They get a cash prize of GHC2000. This award was instituted by Bubune Adih, a contestant of the Mfantsipim School’s 1999 winning team

All the semifinalists get GHC10,000 each: GHC5,000 to the school, GHC2,500 to the contestants and 2,500 to the teachers.

$15 billion Chinese cash: Quantum of money too huge – ISODEC

A Policy Analyst with the Integrated Social Development Centre (ISODEC) Dr Steve Manteaw has expressed concern over the $15 billion funding partnership agreement and commitment reached between the Government of Ghana and China, decribing the amount as too huge.

According to him, the quantum of money raises questions about Ghana’s absorptive capacity and ability to make the most efficient use of the resources that are being pledged, given as there has been times that a lot of developmental aids that have been attracted have gone to waste through corruption.

Vice President Dr. Mahamudu Bawumia has expressed optimism over a $15 billion funding partnership agreement and commitment reached between the Government of Ghana and China.

The funding partnership with China, Dr. Bawumia explained, is not based on the traditional model of borrowing and aid. The new model, he noted, is based on the bargaining power of the country’s natural resources such the 2.8 billion metric tonnes of iron ore deposits, 960 million metric tonnes of bauxite, 413 million metric tonnes of Manganese and not to mention Gold and Cocoa.

Dr. Bawumiahas said the country needs about $20 billion to embark on a massive infrastructure development and it is only appropriate to develop a financing model that leverages a small fraction of the country’s resources in order to secure the needed funding for the infrastructural development ambition of the government of Ghana.

The Vice President added that the Chinese government has welcomed Ghana’s proposed financing model and has committed $15 billion to support the several projects that government intends to undertake. A further 4 billion dollars partnership agreement will also be signed in due course after a few negotiations are concluded in a month’s time.

But speaking on Starr FM Tuesday, Dr Manteaw who’s also a member of the Public Interest and Accountability Commitee (PIAC) said if Ghana is not able to deal with the available resources in a more efficient manne, then the huge Chinese cash will be pumped into the economy but Ghanains will not realize the full impact of the injection of capital.

He urged government to hold on to borrowing such huge amount of money.

The current government while the party was in opposition and was campiagning for our votes assured that the grass is greener at our feet and that the revenue basket is leaking so badly and so their first priority when voted into power will be to identify the leaks, plug it and conserve enough to finance our national development. I do appreciate the efforts they’ve made so far, a lot is currently ongoing but I think that in the interim they also have a manifesto pledge to fulfill in terms of developmental projects and so they’ll be looking for some intervening financing to deliver on their pledges. While you’ll want to do this, I do not think believe you need this huge volume especially when you’re working at identifying leaks and pluging them to be able to conserve enough to finance your development. So you go for moderate loans in terms of the volume so that while your current mature and begin to yield dividends you’ll be able to generate some from within to complement what you raise from outside.”

Dr Manteaw added: “You should not as a government seek to implement all your manifesto pledges in year one, that for me is a mistake the current government must avoid and therefore needing huge volumes of monies into the economy. That actually raises question over your own absorption capacity. This is not kown for great absorptive country, this country has been very wasteful in the past and so we should go slowly and steadily so that at least we’ll be able to absolve and use resources quite efficiently.”

Fuel sale: Interdict BOST MD – Minority

The Minority in Parliament wants the Managing Director of the Bulk Oil Storage and Transportation Company Limited (BOST), Alfred Obeng, interdicted over the sale of contaminated fuel to Movenpiina Energy.

According to them, the transaction has resulted in a financial loss of Gh¢14.25 million to the State and the MD of BOST must pay the amount.

Five million litres of fuel product was declared off-spec after going through an in-house technical assessment and a laboratory test by the Tema Oil Refinery It comes after what BOST said was “human error” which led to the contamination of the product which has reportedly resulted in Ȼ7 million loss of revenue to the state.

Addressing a press conference Tuesday, a former Energy Minister Emmanuel Armah Kofi Buah said Tema Oil Refinery could have done a good job by first treating the fuel.

What led to the contamination; lack of supervision or the deliberate works of some individuals at the expense of the state? Why didn’t BOST arrange with TOR for the treatment of this particular fuel?” the Minority asked.

He further noted that the transaction is bereft of transparency and integrity since it was shrouded in secrecy.

The claim by BOST that this contaminated fuel was sold at competitive ex-depot price is false and can’t be justified. “When was the competitive bidding process initiated and who were the companies that participated?

He added: “The evidence available confirms that Movenpiina Energy was the only company BOST dealt with in the sale of the contaminated product in a sole source transaction.

Mr. Buah urged government to immediately withdraw the fuel from the market.

A/R: Police invite Manager of filling station where boy was shot

The Police in Kumasi have invited the Manager of the filling station which also houses the ‘On the Run restuarant’ where a 15 year old boy was shot in the head during a Salah Jam Tuesday night to help with investigations.

The Security man at the facility has also been invited.

Osman, was shot after he reportedly refused to release his mobile phone to an unidentified person during an annual Salah jam near the Manhyia Palace in Kumasi.

He was shot in the forehead and was rushed to the Konfo Anokye Teaching Hospital since the Manhyia Hospital which is close to the incident scene claimed they did not have the capacity to provide medical treatment due to the extent of the injury.

Osman is currently in critical condition.

It has emerged that the Sarkin Zongo of Ashanti Region, Sultan Omar Farouk Saeed ahead of the event warned the Manager of the Filing station of the dangers his facility posses to the youth during such jams, as some of them indulge in smoking and other indecent activities which could threaten their lives.

The Chief also feared the possible stampede that might occur as the facility was too small to contain the huge number of youth who attend the annual event and thus kicked against the programme being held there.

But Chief’s concerns fell on deaf ears as the Manager went ahead and held the event which unfortunately recorded the shooting of Osman.

Efiewura actor Bra Kofi Dead

Actor in popular TV series Efiewura, commonly known as Bra Kofi has died Thursday morning.

He passed on at the Korle Bu Teaching hospital where he had been receiving treatment for Kidney ailment. According to close family sources, he had been battling with the sickness for sometime now until his death.
Kofi, who’s in his middle 40s, played the role of a successful young man who had two women (Boatemaa and Yaa Baby) always fighting over him in the Efiewura series.

He joins a number of actors in that series who have died in the recent past. The likes of Agya Afari (Katawere) and Mc Flava Pounds not to long ago joined their maker.

E/R: Woman allegedly poisons husband; locks up body for 3 days

A woman has allegedly poisoned her  husband to death at Akyem Old Tafo in the Eastern region.

The woman, after the heinous crime locked up the body of the deceased husband who’s a farmer in the room for three days and has subsequently gone into hiding.

A resident in the area, told Kasapa News the incident was noticed after the landlord sensed a pungent smell emitting from the room of the deceased.

Curiously, the landlord peeped into the room and realized the deceased was lying down decomposing after several bang on the door yielded no reply.

The Akyem Tafo Police were informed about the incident and swiftly went for the body to be sent to Akyem Tafo government hospital morgue and subsequently to the Police Hospital in Accra.

According to the witness, the woman after the heinous crime, wrapped the body in a sack and lighted Joss sticks (incense) to presumably control the bad odour that may emit.

The witness said, the woman allegedly sold almost all valuable home appliance of the deceased to enable her get transportation to her mothers house where she has left her three children and gone into hiding.

The Akyem Tafo Police Command have commenced investigations into the matter.

Chief who ordered for corpse to be exhumed remanded into prison custody

The Assin Fosu District Court has remanded the Chief of Assin Dansame in the Assin North District of the Central Region Nana Twum Barima V, and thirteen (13) others into prison custody, after he ordered for a corpse to be exhumed because the deceased failed to attend communal labour while alive.

The court presided over by his Lordship Samuel Ntim Jnr on Thursday June 29, ordered that the suspects be remanded into prison custody until July 10 which is the next hearing date.

The court decision comes after the police arrested the chief and his assigns for his action which they considered illegal and arraigned him before court.

Residents of Assin Dansame witnessed a rare incident after Nana Twum Barima V, ordered for a corpse of Kofi Emmanuel aka Koo Emma to be exhumed from the cemetery on Monday 26th June, a day after it was buried because the deceased never took part in communal labour when he was alive.

According to the chief, since the deceased did not respect the laws of the town, he’ll be endorsing indiscipline and impunity if he allows the body to be buried in the town and as a result ordered the youth to exhume the corpes.
The corpse which was earlier left at a major footpath in the town was subsequently dumped at the town’s lorry station over night.

The pungent odour of the fluid dripping from the corpse which leaked onto the ground fouled the atmosphere and made it difficult for people to breathe, while others feared an outbreak of a disease due to the excretion.

The corpse was subsequently re-buried.

A chieftaincy dispute is believed to be the main reason for what some have said is the chief’s wierd action, since for several years the deceased’s family (Asona) has been contesting the legitimacy of the current Chief Nana Twum Barima V, who’s from the Asene family.

Probe BOST from 2009 – NPP MPs

The Majority NPP Caucus in Parliament is calling for full scale investigations and forensic audit into the operations of the Bulk Oil Storage and Transportation (BOST) Company Limited.

They want this probe to be carried from 2009 to the time that the immediate past Managing Director of BOST Kwame Awuah-Darko left office in January 2017.

That aside, they also want the period from which the new MD took over also investigated.

According to them, the alleged huge rot at BOST is uncalled for and it is only a full scale probe into the issues that will settle the matter.

Acting Chairman of the Mines and Energy Committee, Emmanuel Agyemang who addressed journalists on Friday over the recent contaminated oil that was sold by BOST to Movenpiina Company Limited, said the Majority NPP Caucus finds it so difficult to comprehend with why from October 2015, an amount of GHC2.5million to GHC3.5million was alegedly tranferred from the accounts of BOST to office of the former President and Chief of Staff.

NDC didn’t sell 58% of Ghana’s bauxite to me – Ibrahim Mahama

Businessman Ibrahim Mahama has vehemently dismissed allegation by Vice President Dr Mahamadu Bawumia’s Technical Advisor, Gideon Boako that the state sold 58% of Ghana’s Bauxite to him [Ibrahim] and Exton Cubic Group Limited.

Gideon Boako, has said the opposition National Democratic Congress (NDC) has no moral rights to caution the NPP government against leveraging Ghana’s natural resources, specifically bauxite via its recent partnership with China, because the NDC sold 58 percent of Ghana’s bauxite concession to Ibrahim Mahama, brother of former President Mahama.

Speaking to Kasapa News last week, Mr. Boako said, “the NDC has no business advising us what to do with our bauxite. The NDC government sold 58 percent of our bauxite concession to the former President’s brother on 29th December 2016 when they were leaving office.”

But Mr Mahama’s office has urged the public to treat the claims with the contempt that it deserves as it is not true.

A statement by Mr Mahama’s Aide, Rafik Mahama said: “the allegation by the technical advisor to the Vice President, Mr. Gideon Boako that the state sold 58% of Ghana’s Bauxite to Mr. Ibrahim Mahama and Exton Cubic Group Limited is not true. We have three Bauxite concessions in Ghana, the three concessions are, Awaso concession, Nyinahin concession and Kibi forest reserve/concession.

“The government has sold the Awaso concession to Ghana Bauxite Company Limited now owned by the Bosai Minerals Group Co. Limited, a Chinese Company and also gave the Kibi forest reserve to the Chinese as part of the $15billion Chinese loan recently secured after the Vice President visit to China. Exton Cubic Group Limited is the only local company that has the capacity to challenge the foreigners in that sector. That’s a fact. That’s why they were given the Nyinahin concession.”

It added: “It’s interesting to note that the government wants to give part of the Nyinahin concession to the Chinese again as part of the $15billion loan despite the Chinese controlling Awaso and Kibi forest reserves already. It’s clear Mr. Gideon Boako statement against Exton Cubic Group Limited, a local company was done to whip up sentiments against the company. But that has failed miserably.

Don’t seek re-election if you can’t find jobs for NPP Youth – Ken warns to Nat’l executives

Maverick politician and financier of the ruling New Patriotic Party (NPP) Ken Agyapong has warned National Executives of the party not to waste their time and resources to seek re-election during the NPP’s impending congress, if they can’t facilitate jobs for the party’s teeming unemployed youth.

According to him, the executives must compel those who have positions in government to offer jobs to the party’s youth who worked tirelessly to bring the NPP to power, adding that those in authority must not be allowed to enjoy whatever privileges they have now alone, while the jobless youth suffer.

The firebrand politician who’s also Member of Parliament for Assin Central is not happy with what he describes as the selfishness of some leading NPP members who have formed 800 companies to do business with the Bulk Oil Storage and Transportation (BOST) Limited, while others are scrambling for contracts in other sectors.

Hon. Ken Agyapong who is remembered for waging a campaign against the re-election of then NPP General Secretary, Kwadwo Owusu Afriyie aka Sir John which eventually saw the latter losing his position at the party’s congress in 2014, has warned the current national executives of the same fate if they remain quiet over certain acts he believes will work against the Akufo Addo presidency.

“They go and arrest cars belonging to the state and they take monies from those who are in the possession of the cars and leave them to go free. They’re doing all manner of things at the port which will destroy the NPP and we’re all quiet. National executives, I’m warning you if you don’t speak up, then nobody should seek re-election. This is the condition we should give our national executives to ensure that those in authority help our party youth to get jobs and do businesses. If it remains one sided, then take if from me, none of the executives will retain their position.

We want people who will stand for the party and challenge the executive that what is going on will destroy the party. Nobody should keep quiet, so soon everybody have started agitating. It won’t work, I’ll talk…I’m ready to die for Ghana and NPP,” Hon. Agyapong fumed.

A/R: Police invite Manager of filling station where boy was shot

The Police in Kumasi have invited the Manager of the filling station which also houses the ‘On the Run restuarant’ where a 15 year old boy was shot in the head during a Salah Jam Tuesday night to help with investigations.

The Security man at the facility has also been invited.

Osman, was shot after he reportedly refused to release his mobile phone to an unidentified person during an annual Salah jam near the Manhyia Palace in Kumasi.

He was shot in the forehead and was rushed to the Konfo Anokye Teaching Hospital since the Manhyia Hospital which is close to the incident scene claimed they did not have the capacity to provide medical treatment due to the extent of the injury.

Osman is currently in critical condition.

It has emerged that the Sarkin Zongo of Ashanti Region, Sultan Omar Farouk Saeed ahead of the event warned the Manager of the Filing station of the dangers his facility posses to the youth during such jams, as some of them indulge in smoking and other indecent activities which could threaten their lives.

The Chief also feared the possible stampede that might occur as the facility was too small to contain the huge number of youth who attend the annual event and thus kicked against the programme being held there.

But Chief’s concerns fell on deaf ears as the Manager went ahead and held the event which unfortunately recorded the shooting of Osman.

Efiewura actor Bra Kofi Dead

Actor in popular TV series Efiewura, commonly known as Bra Kofi has died Thursday morning.

He passed on at the Korle Bu Teaching hospital where he had been receiving treatment for Kidney ailment. According to close family sources, he had been battling with the sickness for sometime now until his death.
Kofi, who’s in his middle 40s, played the role of a successful young man who had two women (Boatemaa and Yaa Baby) always fighting over him in the Efiewura series.

He joins a number of actors in that series who have died in the recent past. The likes of Agya Afari (Katawere) and Mc Flava Pounds not to long ago joined their maker.

A/R: Crocodile storms house; leaves residents in fear

Residents of a house at Kokoase at Abrepo Junction in the Bantama Municipality of the Ashanti Region were shocked to have received an unwanted and dangerous visitor in their home when they woke up to see a crocodile on their compound.

According to reports, a young woman by the name Kyerewaa who was just about to sweep their compound suddenly spotted the live crocodile much to her shock, leaving her terrified.

It is not clear how the reptile came to the house.

The residents told Kumasi based Abusua FM’s Osei Kwadwo that they were stunned by their discovery which they described as bizzare since there is no river or a lake near that area from where the crocodile could emanate from.

The dangerous animal however did not harm anybody.

The Landlord of that house reportedly insisted that it should be killed but some superstitious residents also thought otherwise, urging that the animal should be left alive for some rites to be performed to the gods of the land as it was strange for such an animal to appear in the area.

Authorities of the Kumasi Zoo were later called in to convey the reptile to the zoo.

Somanya: Man hacked to death

A man believed to be in his 20’s has been found dead at Nuaso -Odjadornya in the Lower Manya Krobo municipality in the Eastern region.

The lifeless body of the deceased, a native of the area identified only as Ayernor was found in a bush at the roadside on Monday morning.

The deceased is suspected to have been hacked in the head by assailants as open cutlass wound was noticed in the head.

Locals suspect the deceased might have been killed in a different location since no sign of struggling footprints were detected at the crime scene.

A bag belonging to the deceased  was found some distance away from where the body was lying .

Emmanuel Tetteh ,head of IT at the Lower Manya Krobo Municipal Assembly tells Kasapa News ,Police have conveyed the body to the morgue after evidence was gathered from the crime scene.

I’m a proud beneficiary of Kofi Bucknor’s legacy – Adjetey Anang

Ghanaian actor Adjetey Anang, popularly referred to as ‘Pusher’, has revealed that he is a beneficiary of the late Charles Kofi Bucknor’s legacy adding that the veteran actor has contributed immensely towards his successful career.

He described the former Director of television at the Ghana Broadcasting Cooperation as a forefather to all actors including the upcoming ones.

“For me, I am going to be one of the beneficiaries of his legacy, he always never ceases to tell me that any role I am been given, I should give up my hundred percent’’.

“He creates an environment whereby you don’t feel intimidated even if you are a newcomer to the same scene of established and accomplished actors”, he quantified.

Adjetey Anang, however, expressed worry at the rate the Ghanaian industry is losing its old actors adding, the absence of the veteran actor has created a huge vacuum in the movie industry.

He also stated that young actors like himself will have to be made up to look like “old folks”.

Recipe: How to prepare the Ghanaian Mpotompoto

Today, we have the nutritious and delicious all-time favourite… Mpoto Mpoto.

Ingredients

Cocoyam

5 dried fish (herrings)

1 large onion

2 garlic cloves

1 cup chopped ginger

4 medium tomatoes

3 red chilli peppers

Palm oil

1 MAGGI Shrimp tablet

Steps

Peel cocoyam and cut into pieces.

Wash and place into cooking pot.

In the same pot, add water, chilli, tomatoes, dried fish and MAGGI Shrimp tablet to taste.

Cover the pot and allow to boil for 10 mins.

After 4 mins of boiling remove chilli and tomatoes, and blend. Add ginger and garlic and blend thoroughly.

Pour blended paste into the cocoyam soup.

Stir and allow to cook for 15 mins.

Scoop some soup into your earthen wear pot (Asanka).

Add the boiled cocoyam and slowly mash it in the pot.

In another pot, heat palm oil with sliced onions and minced garlic to taste. Pour palm oil onto mashed cocoyam and add fish. Stir to evenly distribute palm oil.

Serve with soup on the side.
